The ICC is required to apply for the equivalence of a Portuguese nautical certification.
Unlike the RYA, which can issue certificates only to UK residents, IYT can issue the ICC to all nationalities.

What is the ICC
The International Certificate of Competence allows skippers to prove they have the necessary capability to command a leisure craft, both under sail or motor, in coastal and inland waters. This even allows for a skipper to use a motor. The certificate was designed under resolution 40 of the United Nations Economic and Social Council for Europe. This means he or she has the bare minimum knowledge for running a recreational unit. This certificate provides a basis for recognition and accountability across different nations, mainly in Europe.
Charter companies, port authorities, law enforcement, and even International Maritime Organisation (IMO) member states often require or strongly recommend the possession of an ICC. It is required when navigating or chartering boats outside one's country of origin. Endorsements are issued based on the applicant's country of origin. These endorsements can include, but are not limited to: sailing vessels, motor vessels, coastal navigation, inland waterways, and even VHF.
The International Yacht Training (IYT) has a unique advantage: unlike most authorities, which are limited to specific geographic areas, IYT training and certifications are available to all nationalities worldwide. As long as all necessary qualifications—such as age, training, practical experience, and exams if required—are completed before application, anyone may obtain an ICC. Therefore, it is crucial for applicants to determine their eligibility prior to applying.
In Portugal, the ICC is especially important because it is necessary for the application for the equivalence of a Portuguese nautical certification, such as Patrão Local or Patrão de Costa. In this context, the ICC is the only internationally recognised document that the applicant can submit to the Portuguese maritime authorities to demonstrate that the holder meets the established requirements for a competent skipper.
